Conventional methods of conflict and warfare are slowly being replaced by new, irregular methods, which bring with them completely different risks than previously known. Analyzing today's modern conflicts, we came to the conclusion that they carry numerous specificities, through the appearance of hybrid and non-military threats and hybrid warfare. For an adequate response to hybrid threats and success in hybrid warfare by the state, it is necessary to develop an adequate concept of hybrid warfare, as well as its implementation, while adhering to the key principles that it is necessary that all subjects of security and defense, perhaps even all subjects of society, participate in this joint effort. The main reason is to strengthen the defense capabilities of a state or an alliance of states in order to prevent surprises in any form of conflict, whether it is action in cyberspace, psychological-propaganda action or the use of modern weapons and techniques. In the paper, we will use the methods of analysis, synthesis, hypothetical-deductive method, document content analysis and comparative method.
