The article considers the issues of changing the paradigm of education in the Russian Federation, existing forms of management in education, analysis of positive and negative aspects of the existing system of organizing the management of the educational system of the university. The issue of subsystems of educational work management; planning and organization of the educational process; management of scientific research work; management of economic and industrial activities is raised to a sufficient extent. It is noted that a special place in the study is occupied by the proposed system of improving the motivation and stimulation of labor activity of the teaching staff of the university. It is emphasized that the existing system of remuneration of the teaching staff needs to be radically revised, since this problem is key in the formation of higher education personnel. Due to the current situation, the influx of young specialists is decreasing every year, which leads to rapid aging of the teaching staff of higher education. The system of training scientific and pedagogical personnel also needs to be improved, excluding excessive bureaucratization from this process, which can be overcome by transferring the authority to assign academic degrees and titles to a larger number of universities. The thesis is put forward about combining various methods of teaching students in the learning process, using time-tested forms of control over the assimilation of educational material, such as an oral exam or test, solving practical problems, and not testing, i.e. searching for the correct answers, which is based only on mechanical and visual memory. As a result: having passed the exam in the form of a test, the student forgets the main provisions of the discipline in a matter of days! Approaches to organizing the educational process at the university are considered in a new way, a thesis is put forward about the need to restructure the educational process within the framework of a practice-oriented approach. An attempt is made to put forward and substantiate the author's system of increasing motivation and stimulating the work of the university's teaching staff.
