ABSTRACT Netanyahu's goal of “total victory” and “eliminating Hamas” is unrealistic. Hamas is a part of the Palestinian body‐politic and it has meaningful, though not majority, support within Palestinian society. There is an Israeli, American, and general Arab consensus that a condition for the rehabilitation of Gaza's future is that Hamas will not be in political control of Gaza. And the Hamas leaders, understanding that no‐one will pay for the reconstruction of Gaza unless they step aside, have agreed to the idea of a technocratic government in association with the Palestinian Authority, though they have not agreed to lay down their arms. While neither Israelis nor Palestinians today can see a horizon that contains a peaceful resolution of the conflict, we have no choice but to seek a solution.
