The last decade of the 20th century marked the beginning of a deep global crisis. In the conditions of the collapse of the Soviet Union, the USA rushed to build a unipolar world. What did this mean? First of all, a dictate in the sphere of economic and financial interests. But it was also an aspiration for a dictate in the sphere of culture and the value system. These goals were outlined in all US National Security Strategies, which postulated that the country would use military force to defend its values, using it unilaterally if necessary. That is, it is through the sphere of culture and values that the United States argues for the need for its world dominance and the construction of a global world. That is why values act as deep foundations that mark the specificity of each civilization, and it is they that should be the subject of special protection, and their formation should be the main direction of work in the field of youth policy at the higher educational institution.
