The article presents the results of improving methodological approaches to assessing investment needs in the field of railway infrastructure development and the economic efficiency of investments in modern conditions. A model for the development of transport infrastructure is proposed, which makes it possible to assess the economic and social consequences of projects for the development and modernization of transport infrastructure not only inside the transport complex, but also outside it. The study identified indicators of economic effects clarifying the methodology for evaluating the effectiveness of investment projects in railway transport, with the results tested using the example of the reconstruction of the Eastern Landfill site.
