Martial law as a challenge for the police training system

The article reveals the relevance of special physical training of police officers in the conditions of the legal regime of martial law, which has been ongoing in Ukraine since the beginning of the full-scale invasion of the aggressor country on February 24, 2022. Given the increased level of danger and stress factors, police officers must be physically hardy, quick to react, and able to act effectively in non-standard situations. Proper physical fitness ensures a high level of professional fitness and readiness to perform official duties in combat conditions. The main areas of special physical training are analyzed, including exercises focused on endurance, strength, speed, movement coordination, self-defense techniques, and tactical shooting skills. Particular attention is paid to psychological resilience, which is developed through training, as well as to teamworking abilities and the capacity for making operational decisions. The educational process must be adapted to different operational scenarios, taking into account the specific risks in high-threat regions. The study emphasizes the legal basis for such training, particularly the provisions of the Law of Ukraine «On the National Police», orders issued by the Ministry of Internal Affairs of Ukraine, and departmental regulatory acts. It also addresses the requirements for the material and technical base needed for high-quality physical training, including specialized equipment, shooting ranges, and qualified instructors. It has been determined that martial law has highlighted the need to establish a flexible, mobile, and multi-level system for personnel training, which enables a prompt response to changes in the operational environment and ensures an adequate level of public safety. The prospects for improving the educational policy within the Ministry of Internal Affairs of Ukraine have been substantiated, taking into account the experience gained during wartime. It is concluded that under martial law, special physical training becomes a matter of strategic importance. Its effective implementation ensures the high combat readiness of police officers, their ability to respond rapidly to threats, maintain public order, and counter the challenges brought by war.
