Abstract Starting from the impact of China's macro policy environment on the fertility willingness of college students in Shaanxi province and the micro impact of parents on their offspring's fertility willingness in the micro family environment.this study investigates the factors influencing the fertility willingness of college students studying in Shaanxi Province, and explores the actual policy needs and inter generational inheritance of fertility willingness among the childbearing age group of college students studying in Shaanxi Province.The conclusion is that public policies and parental influence play an important role in shaping the fertility intentions of college students in Shaanxi. Firstly, the fertility intention of college students studying in Shaanxi Province is influenced by public policies, and there is a significant positive correlation in terms of fertility intention; Secondly, the fertility intention of college students studying in Shaanxi Province is influenced by the fertility intention and behavior of their parents in the family, showing a significant positive correlation in terms of the ideal number of children; Thirdly, economic factors are the main factors affecting the fertility intentions of college students studying in Shaanxi Province; Fourthly, in the analysis of the entire sample, the impact of public policies on the fertility intentions of college students studying in Shaanxi Province is significantly higher than the impact of parental fertility intentions and behaviors. In the sub samples divided by gender, there is a phenomenon of differentiation in the main factors affecting male fertility willingness compared to females.
