The civil defense system of Ukraine is an important element of ensuring national security, which is aimed at pro-tecting the population, territories, property and environment from emergencies of a natural, man-made and military na-ture. Its basis is laws, regulations and organizational structures that ensure prompt response and prevention of threats. The article examines the main directions and results of such research presented in scientific publications. The main tasks of the system are: prevention of emergencies – a set of measures aimed at preventing possible risks; prompt response – organization and conduct of rescue and other emergency work; ensuring the readiness of authorities and the population to act in emergency situations. The civil defense system of Ukraine is a key component of national security, ensuring the protection of the population and territories from emergencies. The transport complex of Ukraine is a key element in the civil defense system, ensuring prompt response to emergencies and supporting the vital activities of the population. Its role is determined by both practical examples and legislative acts. Since the beginning of Russia’s full-scale invasion of Ukraine in 2022, the transport complex has provided mass evacuation of the population from dangerous regions. Railway transport, in particular, has played a key role in transporting millions of citizens to safer regions and abroad. Vehicles are used for the prompt delivery of humanitarian aid, including food, medicines and other necessary resources, to the af-fected regions. This ensures the support of the population’s vital activities in emergency situations. In the face of modern challenges such as war, climate change, pandemics, as well as man-made risks, the effectiveness of this system is of critical importance. The article examines the prerequisites, key areas of transformation, achievements and challenges faced by the civil protection system in Ukraine.
