This study develops proposes a knowledge-based urban development (KBUD) model which integrates innovation ecosystems with smart governance systems aiming towards sustainable and inclusive urban development. This research focuses on the extent to which city strategies based on knowledge assets, data, and participatory governance systems can propel urban innovation capabilities and subsequently enhance life standards in the city. A conceptual model is formulated along with hypothetical needed model performance indicators. It is substantiated that combining innovation and smart governance leads to further urban resilience, Economic competitiveness, and even citizen engagement. This research expands the theoretical knowledge of KBUD and formulates suggestions to the policy makers concerned with building knowledge cities of the future.
