The article is devoted to the study of the governmental elite renewal process in the beginning of the reign of Emperor Nicholas I. The memos of the gendarme Chief Alexander Benckendorff to Nicholas I from the collections of the State Archive of the Russian Federation served as the main source for the study. Benckendorff was one of the closest confidants of Nicholas I. As such he talked to the candidates for the highest posts in civil administration, assessed their qualities, pointed out other candidates and suggested appointments in accordance with their experience and skills. Most of the dignitaries named by Benckendorff occupied prominent places in the higher administration. This fact emphasizes the prominent role of the chief of gendarmes in determining the composition of Nicholas I government.
