In Bangladesh's rapidly evolving digital environment, the need for cyber security and personal information protection is becoming increasingly important. Although the Cyber Security Act 2023 and the Protection of Personal Information Act 2023 (Draft) have been enacted, the existing laws remain seriously deficient in protecting user rights and ensuring data security. This research paper analyzes the existing legal framework in Bangladesh and compares it with international standards such as the European Union's General Data Protection Regulation (GDPR) and the Budapest Convention. The study highlighted weaknesses in obtaining user consent, lack of data breach notifications, unclear provisions creating human rights risks, and weaknesses in cybercrime investigations. Legal reforms needed to address these gaps are suggested to ensure transparency, accountability and protection of civil rights. The research is expected to contribute to creating a secure cyber environment for sustainable digital development of Bangladesh.
