The principles of transparency and accountability constitute the foundation of democratic governance; therefore, the introduction of an effective mechanism for monitoring lobbying activities is essential to ensuring equal access for all interested stakeholders to the decision-making process. In this context, the issue of state regulation of lobbying becomes particularly significant, as only under conditions of a clear and transparent oversight system can the risks of lobbying's negative influence be reduced, while preserving its potential as a positive instrument within the system of public administration. Within the framework of modern democratic processes, lobbying is regarded as one of the means for representing the interests of various social groups in the sphere of public administration. On the one hand, it is a legitimate form of public participation in the development of political decisions; on the other, in the absence of proper control, it may become a channel for covert pressure on government structures, laying the groundwork for corruption. In recent years, the academic community has paid increasing attention to the study of lobbying in the context of public administration. Particular emphasis is placed on the effectiveness and transparency of its regulatory framework. A thorough understanding of this phenomenon is essential both for identifying current challenges in the field of public governance and for seeking new methods of regulating stakeholder influence on political processes. Lobbying refers to the organized influence of interest groups on state institutions with the aim of promoting decisions beneficial to those groups. Such interaction requires a balance between the representation of private interests and the protection of public welfare. In a democratic society, lobbying performs an important function — it serves as a communication channel between government bodies and representatives of business, civil society organizations, and other interested political actors. However, in the absence of sufficient transparency, such activity may be used for opaque influence over decision-making, creating preconditions for corruption and disregard for the interests of the community. Therefore, effective legal regulation of lobbying activity is critically necessary to ensure transparency in public administration and to maintain public trust in state institutions.
