The subject of the article is the analysis of the multifaceted functions of the governors in the Bashkir region, covering not only military administration, but also a wide range of administrative and civil activities. The mech-anisms of formation of the administrative apparatus are covered, including both elected and appointed posi-tions, which allows for a more complete picture of the personnel policy of that time. The article reveals the gov-ernor’s administration in the Bashkir region, showing its role in the military, administrative and civil spheres. The conclusion is that the governor, being a representative of the central government, had significant powers, but was limited in independence. The results of the study demonstrate that the punitive voivode’s memoirs are a valuable source for studying the formation of the local government system, reflecting its structure and evolu-tion. The article emphasizes the importance of studying the punitive voivode’s memoirs as a valuable historical source that allows for a deeper understanding of the process of formation and development of the local gov-ernment system in the Bashkir region in the period under review. The structure of these documents is analyzed, their development over time is traced, which contributes to a more complete understanding of the evolution of management practices.
