This study investigates how technological innovation enhances institutional resilience across various sectors, addressing a conceptual gap where both are often explored in isolation. Employing an Exploratory Systematic Literature Review (SLR) using the Scopus database, the study screened 154 documents, applying PRISMA guidelines and bibliometric mapping with VOS viewer to synthesize 35 eligible articles published between 2010 and 2025. The review reveals five key themes: sectoral focus on health and education, a temporal surge in post-pandemic studies, dominance of social sciences and environmental disciplines, geographical concentration in Anglo-American contexts, and the growing role of AI and digital platforms in adaptive governance. Despite rising interest, theoretical integration remains limited. Insights underscore the need for interdisciplinary models and empirical focus on underrepresented regions like the Global South. This could inform strategic policymaking and institutional design for resilience in volatile environments. This study is among the first to systematically map the mechanisms linking technology-driven innovation and institutional resilience using both qualitative synthesis and bibliometric visualization, offering a structured research agenda for future inquiry.
