This study analyzes the formulation of policy changes in efforts to improve the economy of rural communities through a study of Environmental Strengths, External & Internal Demands, Interaction & Structural Strengths within organizations, Role Strategy Formulation, Programs, considering available resources, and to obtain alternative recommendations for problem-solving based on changes in resources. Policy formulation is the most vital stage in the public policy process, as all stages depend on how policymakers formulate policies. Policy formulation requires analysis to solve problems from several alternative solutions obtained from the SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) conducted through data collection. The data analysis tool used in this study is the interactive data analysis technique, using a qualitative descriptive approach to interpret the data obtained through SWOT analysis through interviews, observations, and document studies. The results of this study indicate that BUM Desa Sukses Makmur (Village-Owned Enterprise) possesses significant internal strengths, including management performance, business diversification, experience in collaboration, clear legal status, and support from the government and community, which serve as strong assets. However, the BUM Desa (Village-Owned Enterprise) also faces internal weaknesses such as limited human resources, stagnant management in the past, reporting challenges, potential overlapping tasks, leader dependency, insufficient collaboration, and unstable human resources. Externally, there are significant opportunities in the development of marketing for MSMEs and village products, the need for MSMEs to have a platform and training, improving the management of natural resources, the potential of human resources in agriculture and livestock, cooperation with local companies, and positive trends in local economic empowerment. Several external threats include price fluctuations, business competition, regulatory changes, changes in consumer preferences, limited sustainable support, and the risk of bad credit. For sustainable development, BUM Desa Sukses Makmur is recommended to strengthen governance, develop human resources, focus on flagship business units based on local potential and food security, strengthen collaboration, diversify capital, empower the community, and increase active participation.
