One of the primary human needs and current socio-economic problems is housing. Loss of housing as a result of armed conflicts and natural disasters is a serious challenge and efforts of modern society are aimed at overcoming it. In this regard, the most important urban planning task is not only determining the degree of damage to residential buildings and infrastructure, but also planning measures for the comprehensive restoration and transformation of the territories of residential areas of cities destroyed as a result of hostilities. In connection with the active development of modern technologies, the issue of transforming urban territories and optimizing their use is becoming increasingly relevant. The need to form and develop the social and transport and engineering infrastructure of the city, the typology of the placement of buildings and structures; the quality and convenience of housing and places for recreation; business at the state and regional levels requires the search for more constructive solutions using various types of transformation, such as reconstruction, modernization, revitalization, restoration, etc. Depending on the tasks and functionality of the territories, various transformation paths can be carried out:– improving the functionality of the territories and, in accordance with modern standards, rebuilding or restoring the condition of the building; – a set of works carried out during the obsolescence of the object; – the process of recreating and revitalizing the urban space, revealing new opportunities for the territories of old buildings; – a set of works carried out on architectural monuments in order to extend their life cycle. Therefore, it is necessary to plan the restoration of the Ukrainian economy and simultaneously transform cities today. First, it is necessary to conduct a study of the feasibility of restoring some settlements that were destroyed as a result of hostilities. The destroyed housing stock and infrastructure of cities, on the other hand, provide unique opportunities to transform both territories and the urban environment as a whole. Outdated infrastructure, buildings and structures that have significantly exceeded their service life require their restoration and, in most cases, are economically feasible. Depending on the degree of moral and physical deterioration, the ways of transforming both residential buildings and urban infrastructure as a whole are chosen: the first type - the main approach to restoration - restoration; the second type - revitalization; the third type - reconstruction, modernization.
