This article explores the barriers hindering innovation in the semiconductor industry, which in turn obstructs Russia’s pursuit of technological leadership. The study assesses the extent to which this issue has been addressed in current scientific literature, compares the domestic and international semiconductor markets, and identifies and systematizes the key barriers impeding the innovative development of Russia’s semiconductor sector. The causes and consequences of scientifictechnological, economic, and organizational barriers are analyzed, and strategies for overcoming them are proposed. The findings can be used by research institutions, high-tech companies, and government bodies in developing a strategy for the advancement of the Russian semiconductor industry, with the goal of implementing effective measures to overcome these barriers and strengthen the country’s technological sovereignty.
