The article is devoted to the analysis of the influence of customs policy on ensuring technological modernization in Russia in the 19th century by applying customs regulation of foreign trade activities, the main content of which was determined by the configuration of strategic priorities, including goals, solutions, and recommendations that determine the degree of long-term development of the country using foreign devices and domestic innovative technologies. It is concluded that the planned measures to enhance the existing tools of customs and tariff regulation will help to compare the current view of customs regulation with the retrospective position of its current participants, which will allow for the development of a modern version of technological modernization that emphasizes the fundamental role of customs policy in promoting modernization.
