Driven by the fundamental task of "cultivating students through moral educa-tion" and the strategic action of educational digitization, the construction and sharing of a digital resource library for ideological and political education in public English courses in higher vocational education have become a core issue in teaching reform. This paper aims to systematically explore the co-construction and sharing mechanism of the digital resource library for ideo-logical and political education in public English courses in higher vocational education. The study first analyzes the prominent issues existing in the current construction of the resource library: resource fragmentation, mismatch between supply and demand, inter-school barriers, and the lack of evaluation mecha-nisms. Subsequently, a theoretical model and practical path for co-construction and sharing are constructed, with "multi-stakeholder collaboration (schools-enterprises-teachers and students)" as the core, "technology empow-erment (AI+big data)" as the support, and "modulariza-tion-projectization-dynamic" as the content characteristics. The study proposes that by establishing regional alliances, standardizing resource development processes, developing intelligent management platforms, and diversifying eval-uation systems, the challenges of co-construction and sharing can be effectively addressed. This will facilitate a systematic transformation of ideological and political education resources from "isolated construction" to "open ecosystem", ultimately enhancing the effectiveness of education and serving the goal of cul-tivating high-quality technical and skilled talents.
