The article discusses the peculiarities of digitization of administrative and jurisdictional activities of the State Border Guard Service of Ukraine in the context of modern challenges. The authors note that combating administrative offences is one of the priority areas of activity of the State Border Guard Service of Ukraine and includes the prevention, detection and suppression of offences, as well as the prosecution of administrative offences. An important aspect of ensuring the effectiveness of these processes is the introduction of digital technologies and the automation of official procedures. The key areas of digitalization of the administrative and jurisdictional activities of the State Border Guard Service of Ukraine are analysed, in particular: procedural formalization of proceedings, systematization of the regulatory and legal framework, development of electronic document management, monitoring of statistical data and use of the capabilities of information and communication systems. The role of existing information systems, such as “Gart-1” and “Arkan”, in controlling the movement of persons across the state border and in combating illegal migration is highlighted. Special attention is paid to the implementation of information and communication systems in the field of administrative and jurisdictional activities of the border service, which are to become functional subsystems of the unified information system of the Ministry of Internal Affairs of Ukraine. It is expected that their functional capabilities will include the automation of data collection and analysis, the keeping of records of persons who have committed offences, the prevention of which falls within the competence of the State Border Service of Ukraine, foreigners and stateless persons who are subject to decisions on forced return, forced expulsion or readmission, as well as monitoring of human rights compliance in places of temporary detention. It was concluded that the digitization of administrative and jurisdictional activities will contribute to improving the efficiency of the State Border Guard Service of Ukraine, ensuring the rapid exchange of information between authorities, reducing the administrative burden and minimising the risks of violations of the law when considering cases of administrative offences.
