The article examines the emergence and development of digitalization in the global community and the Republic of Kazakhstan, discussing the first state programs in this area and outlining the stages of its formation. It also presents the definitions of the main terms used in describing digitalization, such as e-government, open government, big data, and the digitalization of public administration. To avoid double reading, a standard nomenclature has been formed. The author analyzes the stages of development in the digitalization of public administration. In addition, they present an alternative vision of a schematic representation of e-government, encompassing both narrow and broad approaches. The method of qualitative research, specifically content analysis, was primarily employed; that is, a study of literary sources was conducted over the past period in the context of digitalization development. Staged models of e-government development are presented, revealing that we are currently at an advanced stage, which implies the need to supplement and propose new models. Based on the results of the work, the general discussion raises the issue of the need for a more detailed study of the methods for compiling international ratings of public administration digitalization to put forward proposals on the content of new digitalization programs, since Kazakhstan's progress in this area has slowed down significantly in recent years.
