The publication by I.V. Zavodnov and D.G. Smolensky contains a note from the military Governor of the Primorsky Region, I.G. Baranov, addressed to the Governor-General of Eastern Siberia, D.G. Anuchin, in 1881, and two appendices to it, which are stored in the Russian Geographical Society of the Far East. The document provides an assessment of Russian-Chinese relations by the leadership of the Russian Far Eastern territories, and suggests ways to solve existing problems.
