The article provides a comprehensive analysis of the mechanism for preventing discrimination in the civil service, taking into account modern challenges, current European integration guidelines for Ukraine and the need to implement democratic values in public administration. The issue of discrimination in the public sector remains constant, socially sensitive and requires a systematic review and improvement of existing response mechanisms. This issue is particularly relevant in the context of constantly existing challenges faced by the civil service system, where equality of rights and non-discrimination should become the basic principles of personnel policy. The study analyzed open statistical data on the identified manifestations of discrimination against civil servants, in particular on the grounds of appearance, marital status, gender, sexual orientation, etc. It was found that verbal manifestations of discrimination remain the most common, while physical or clearly sexualized actions are less frequent, but socially dangerous. A review of theoretical approaches of Ukrainian scholars to the interpretation of mechanisms for combating discrimination was also conducted, which allowed us to identify and characterize four key structural elements of the mechanism for preventing discrimination in the civil service. Such elements include: 1) the regulatory and legal framework, which includes international standards and national legislation as the basis for regulating and prohibiting discriminatory practices; 2) the subjects of the mechanism authorized to implement the relevant functions (state bodies, the Commissioner for Human Rights, courts, etc.), which ensure the human rights protection and restorative function of the mechanism; 3) educational and awareness-raising activities as a preventive tool for the formation of a tolerant, inclusive service environment; 4) monitoring and evaluation, which provide constant control, feedback and the possibility of improving equality policies. The proposed approach allows us to consider the mechanism for preventing discrimination as a comprehensive system capable not only of identifying and eliminating violations, but also of acting preventively and forming the long-term institutional capacity of the civil service to implement the values of human rights, social justice, and legal equality.
