The study is devoted to the activation of integration processes in new regions of the Russian Federation based on the formation of an innovative ecosystem. The essence and specificity of the organizational and economic mechanism aimed at ensuring effective interaction between educational institutions, scientific organizations and business are revealed. The advantages of the University 4.0 model are shown, which contributes to solving the problems of commercialization of scientific developments, supporting entrepreneurship and increasing the competitiveness of the regional economy. Various interpretations of the concept of «organizational and economic mechanism» by scientists are considered. The advantages of the innovative transformation of Russian universities are determined and the main directions of integration of education, science and business in the framework of the formation of an innovative ecosystem in the new regions of the Russian Federation are characterized. An organizational and economic mechanism for the integration of science, education and business based on University 4.0 has been developed and recommendations for its implementation in the new regions of the Russian Federation are proposed.
