The article examines the specifics of the doctrinal understanding and legal characteristics of historical memory, its role in the practice of legislative regulation and law enforcement, taking into account the constitutional amendments adopted in 2020 following the results of the all-Russian vote in the Russian Federation. The main purpose of the study was to identify qualitative changes in theoretical and legal approaches to the relationship between the concepts of historical memory and state sovereignty in the context of the evolutionary development of Russian legislation and law enforcement practice, taking into account the peculiarities of intergenerational communication. When preparing a scientific article, both general scientific methods (dialectical, analysis and synthesis), and special scientific and special legal (historical and legal, formal legal, etc.) methods were used. It is proved that continuity in the preservation of historical memory acts as the basis for ensuring the state sovereignty of Russia and is based on respect for the memory of the ancestors who formed the value foundation of original Russia over the centuries. The Russian Federation can offer a model of value-based legal understanding that is in demand in modern conditions, based on legal traditions and spiritual and moral principles, ensuring harmonious, sustainable and effective legal development at the micro, meso and macro levels for the perspective of historical development.
