The article highlights that persons with disabilities, despite all the measures being taken, still face tremendous difficulties in their integration into society (poverty, prejudice, difficulties in employment, using transportation, etc.). The author points out that one of the inclusive models capable of eliminating the existing problems and breaking down the stereotypes about behavior of persons with disabilities imposed by society is a comprehensive approach to forming a social environment for all citizens, including those with special needs. This approach will leverage administrative resources at all levels to better support the efforts of people with disabilities
