Abstract In the March, 1938, issue of the Journal, 2 the author pleaded for a fair appraisal by foresters of the pros and cons of federal forestry reorganization but made no definite recommendation. In this issue he offers a plan for reorganization calling for the creation of an entirely new department under a secretary of cabinet rank to administer all present forest, forage, park, and game lands. He goes further and suggests a thorough realignment of the boundaries of the present national forests and parks, game refuges, and grazing districts on a functional basis. His plan also calls for setting up service offices, such as research and education, as separate bureaus in the new department.
