Conceptual foundations of digital transformation of the agro-food sphere of Ukraine as an approach to systemic implementation

The article presents the author’s vision of implementing digitalization in the agri-food sphere of Ukraine as a systemic governance process encompassing technological, organizational, and institutional dimensions. A conceptual scheme of the digital transformation of the agri-food sphere has been developed. It includes the mission of digital development, local goals, the object and subjects of governance, as well as the fundamental principles on which digitalization in the sector should be based. The relevance of the study is determined by the urgent need to enhance the efficiency, inclusiveness, and economic resilience of the agri-food sphere in the context of martial law, disrupted logistical infrastructure, and global market challenges. An original approach to the implementation of digital technologies in the agri-food sphere is proposed, taking into account interagency cooperation between the Ministry of Agrarian Policy and Food of Ukraine and the Ministry of Digital Transformation of Ukraine as key governance actors. The conceptual framework is based on principles of open access to digital infrastructure, cybersecurity, integration into the European digital space, technological standardization, and alignment with national and regional development strategies. The proposed model not only systematizes digital initiatives in the agri-food sphere but also creates conditions for attracting investment, implementing international projects, and strengthening the country's food security. Particular attention is given to the importance of digital inclusion in rural areas, the development of digital services, and the improvement of digital competencies among agricultural producers. The results of the study are practically significant for scholars, professionals, and executive authorities responsible for shaping and implementing policies for reforming the agri-food sphere of the economy under conditions of digital transformation. The proposed approach can serve as a basis for designing national and regional programs for the digital development of Ukraine's agri-food sphere.
