This article addresses a pressing issue in contemporary management theory — the search for effective human resource management tools relevant to current market conditions. The concept of strategic management is proposed as a foundational approach to the development and implementation of HR mechanisms that, when aligned with business strategies, contribute to achieving company objectives. One such mechanism is motivational management, which scholars consider a stand-alone concept. The purpose of this study is to develop, based on the theoretical aspects described, a motivational personnel management program for a modern enterprise. The theoretical foundation of the research draws on the works of Russian and international scholars in the fields of economic theory, organizational theory and behavior, labor economics, personnel management, and strategic management. The developed program can serve as a methodological basis for HR managers in creating similar documents tailored to specific cases.
