The study examines the dynamics of strategic management processes in physical culture and sports in Russia, based on a comprehensive analysis of documents adopted as of 2025 and the outcomes of achieving target indicators upon completion of the first stage of the Strategy for the Development of Physical Culture and Sports until 2030. The aim of the study is to identify shifts in strategic orientations following the issuance of Decree No. 309 in 2024, which repositioned physical culture and sports from an independent sector to an integral element of the national development system. Particular attention is paid to the analysis of the Strategy’s implementa-tion, revealing transformations in integrative indicators, realization mechanisms, and the sector’s inclusion in the federal project “Labor Productivity”. It is emphasized that these changes have led to quantitative improve-ments, including an increase in the proportion of the population engaged in sports to 60,3% and the provision of sports facilities to 62,8%. The findings underscore the need for ongoing adaptation in state policy to enhance the sector’s role in broader national development frameworks.
