The article explores the institutional and legal framework for ensuring the sustainable development of tourism enterprises in Ukraine, taking into account global trends, national priorities, and the existing regulatory environment. The research is based on a systemic and multilevel approach, according to which sustainable development in the tourism sector is considered not only as a theoretical model but also as a practical mechanism that requires appropriate legal regulation and institutional support at international, national, regional, and enterprise levels. The relevance of the topic stems from the growing global demand for sustainable tourism as a form of economic activity that balances environmental, social, and economic interests, and is capable of preserving resources for future generations. In this context, the effective functioning of tourism enterprises in Ukraine must rely on a coherent and legally supported system of incentives, obligations, and partnerships. The study critically analyzes the current legislation of Ukraine in the field of tourism, environmental protection, and spatial planning and identifies the fragmentation and lack of cross-sectoral consistency in the legal regulation of sustainable development. Particular attention is paid to the absence of legal definitions, instruments for encouraging responsible business behavior, and monitoring mechanisms for the implementation of sustainability principles by tourism enterprises. The article proposes a five-level analytical model of legal support for sustainable tourism, which includes the international, national, regional, subject-specific (enterprise), and control-monitoring levels. The model reflects the complexity of the legal environment in which tourism enterprises operate and emphasizes the need for coordination among various stakeholders – from government authorities and municipalities to private business and civil society. As a result, the authors formulate key recommendations for improving the legal framework in Ukraine, including updating the Law of Ukraine “On Tourism,” introducing sustainability criteria into licensing and certification procedures, creating interagency coordination platforms, and stimulating public-private partnerships to support green and socially responsible tourism initiatives. The scientific novelty of the research lies in the integration of legal and institutional dimensions into the conceptual framework of sustainable tourism. The practical value consists in the possibility of applying the proposed approaches to the development of tourism policy at the national and regional levels, in drafting laws and regulations, and in implementing sustainable development strategies by tourism enterprises.
