The article examines the evolution of public administration in the field of construction of sports facilities in Ukraine, identifies key stages of transformation of this sphere, identifies main trends and prospects for further development. The changes that have occurred in the management system are studied, starting from centralized models focused on national priorities to decentralized approaches that take into account the needs of territorial communities and contribute to increasing the efficiency of management decisions. The main factors influencing the development of management in this area are analyzed, in particular, the decentralization reform, the introduction of public-private partnership instruments, the active use of digital technologies and the spread of the practice of involving the public in decision-making. Particular attention is paid to the role of strategic planning in the field of construction of sports facilities, which allows ensuring long-term development of infrastructure and taking into account the socio-economic needs of communities. The process of integration of European standards aimed at increasing accessibility, inclusiveness and energy efficiency of sports infrastructure is highlighted. Separately, the issue of developing an institutional environment that ensures coordination between various management entities, as well as improving financial mechanisms aimed at attracting budgetary and extra-budgetary resources for the implementation of projects, is considered. The article focuses on the need to take into account modern security challenges in the process of building sports facilities, in particular, the implementation of safety standards and the development of anti-crisis measures. A gradual change in approaches to management towards increasing social orientation is noted, when sports facilities are considered not only as places for sports, but also as important elements of social infrastructure and spaces for the development of the local community. Based on the research conducted, it is concluded that the further development of public management in the field of building sports facilities requires a comprehensive approach that will combine strategic planning, modern technologies, effective institutional models, financial sustainability and active public involvement. The conclusions proposed in the article can become the basis for improving state policy in this area and contribute to the formation of effective, adaptive and socially oriented management that will meet modern challenges and needs of society.
