The article examines the issue of the effectiveness of public administration in the field of healthcare in Ukraine as one of the key factors of the social and humanitarian development of the state. It is emphasized that the current state of the healthcare system requires significant reform aimed at improving the quality of medical services, ensuring their accessibility for all categories of the population and increasing resilience to new challenges. Particular attention is paid to the analysis of institutional, organizational, legal and financial mechanisms of public administration, which are of decisive importance for the formation of an effective healthcare system. It is substantiated that in order to achieve high results, state policy in the healthcare sector should be based on long-term strategic approaches that take into account both national priorities and international standards. The role of strategic planning, staffing, infrastructure development, digitalization and the use of analytical tools in the formation of an effective healthcare management model is revealed. Attention is focused on the need to create a transparent and accountable system for the distribution of financial resources, the development of electronic services and strengthening anti-corruption control. It is determined that preventing corruption is a mandatory component of any reforms in the medical sector, since without an effective anti-corruption mechanism it is impossible to achieve a fair distribution of resources, improve the quality of services and trust in the authorities. The need to implement comprehensive mechanisms for interaction between state authorities, local governments, public organizations, business and international partners to achieve sustainable humanitarian development through reforming the medical sector is emphasized. The article substantiates that effective healthcare management should ensure not only the provision of medical services, but also contribute to reducing social inequality, strengthening social unity, developing human capital and increasing the level of social integration of vulnerable groups of the population. The need to strengthen psychological support for the population as an important direction of social policy in the health sector is outlined. Based on the research conducted, it is concluded that the effectiveness of public management in the health sector is a multi-component phenomenon that requires a comprehensive approach and coordinated efforts of all stakeholders. Increasing the efficiency of this area is a guarantee of social stability, improving the quality of life of citizens, preserving human capital and progressive humanitarian development of Ukraine. The author of the article emphasizes that only by combining institutional reforms, anti-corruption measures, digitalization, social orientation and strategic planning can the desired results in the field of health care be achieved, which will serve as the basis for the sustainable social development of the state.
