Modern Imperatives of Forming Socio-Economic Institutions in the Demographic Policy of the Russian Federation

The rising divorce rate in the Russian Federation is a source of considerable concern among both scholars and practitioners. This phenomenon has been the subject of numerous studies and discussions, but the proposed recommendations for strengthening the institution of marriage, unfortunately, often prove ineffective. In today's rapidly changing world and transforming relationships between men and women, a new legislative framework is needed. This also requires various social institutions, including educational institutions at all levels, to develop new norms, rules, and models that foster the formation of the ideal family. The family has always been and remains the fundamental unit of society's socioeconomic structure, as well as an important institution responsible for raising a healthy generation. This fact is undeniable, and therefore, the institution of the family requires special attention from state and local authorities. This article examines the factors contributing to the formation and development of the institution of the family in the current socioeconomic environment of the Russian Federation. This study included an in-depth examination of the etymology of the concept of "family" in various historical contexts. This allowed us to analyze how the understanding of the role and place of the family in society has changed depending on political, economic, and cultural conditions in different countries. We also defined the concept of family from various perspectives, including philosophical, legal, theological, and economic aspects. Furthermore, the study covers the evolution and transformation of the family institution throughout history, identifying key factors that influence changes in its composition. Analyzing these factors allows us to better understand which social and economic conditions contribute to the strengthening or, conversely, weakening of family ties. The study resulted in recommendations for preserving the institution of marriage, among which financial literacy holds a special place. Financial literacy is an important tool that not only strengthens family relationships but also creates a sustainable economic foundation for the family. It is important that future generations have the necessary knowledge and skills to manage finances, which could prevent many conflicts and misunderstandings arising from financial difficulties. Thus, it can be concluded that preserving the institution of the family requires a comprehensive approach, including both legislative changes and educational initiatives aimed at increasing the financial literacy of the population.
