Africa's transition toward clean and inclusive energy systems is increasingly driven by the emergence of innovative startups offering decentralized, affordable, and sustainable energy solutions. However, these ventures face major regulatory barriers due to outdated legal frameworks, bureaucratic rigidity, and institutional inertia. This paper proposes an adaptive regulatory sandbox model as a strategic governance innovation to enable clean energy startups to pilot and scale solutions in a controlled, supervised environment. Drawing from innovation systems theory, adaptive governance, and the evolving global practice of regulatory experimentation, the model introduces a framework that emphasizes real-time learning, policy iteration, and multi-stakeholder coordination. It outlines key design features, including eligibility criteria, performance monitoring, and participatory oversight mechanisms that reflect Africa's diverse energy contexts. The paper further identifies institutional challenges, such as limited regulatory capacity, fragmented data infrastructure, and legal inconsistency, and offers practical enablers, including capacity-building, digital monitoring tools, and legal harmonization strategies. Beyond offering a novel regulatory tool, the paper argues that the adaptive sandbox can serve as a platform for institutional learning, startup ecosystem development, and regional policy alignment. Its successful implementation can bridge the gap between innovation and policy, foster inclusive energy markets, and accelerate the continent's clean energy transition. The model not only responds to Africa's current energy needs but positions regulation itself as a dynamic catalyst for sustainable development.
