The article describes the main historical stages in the formation of higher education in the Republic of Korea and development prospects until 2030. The analysis of modern reforms of higher education in the Republic of Korea in the context of globalization and the achievement of national interests is presented. The predicted results are in line with national goals, taking into account the demographic situation and the challenges of the “Industrial Revolution 4.0”. The main trends in the development of higher education in the Russian Federation and the Republic of Korea, as in other highly developed countries, coincide, but the methods of their implementation and content characteristics have a number of differences: 1) studying abroad; 2) attraction of foreign students; 3) development of network universities; 4) “merging” of science and education. Over the past decade, in international rankings, the Republic of Korea has been in the TOP-10 countries for innovative development, which cannot be created without effective interaction between higher education and research. The listed aspects are of research and practical interest, in connection with the changes taking place in the field of higher education at the present stage of development of the Russian Federation.
