Without meaningful disclosure of the value bases of Russia the list of these values given in the Decree of the President of Russia No. 809 dated 09.11.2022 remains mere verbiage. Moreover, this list does not fully reflect Russian axiology. We need a certain principle that would allow us to reveal the content of spiritual and moral values. The concept of “all-Russian civic identity” is an attempt to find unity in a common denominator beyond religious, ethnic and ethno-cultural differences, devoid of axiological basis. Meanwhile, religious and ethno-cultural neutrality is not a harmless form of maintaining peace and harmony. In addition, it is unattractive to peoples with their own history, culture, and language. The basis of Russia’s common identity and its nation-building is religion, moral principles, and the historical and cultural heritage of the Russian people, which does not limit, in the absence of direct contradictions, other religious choices or cultures of the ethnic groups of Russia that have entered it in the course of its history.
