Abstract This paper presents a novel framework for AI-driven talent development within an Indian National Oil company (NOC), addressing the challenge of fostering workforce capabilities in a strategically governed, purpose-driven rewards environment. By leveraging AI-enabled tools for competency mapping, psychometric profiling, and learning behavior analytics, the Oil and Natural Gas Corporation (ONGC) has developed a sustainable model to align individual aspirations with organizational needs. The initiative emphasizes intrinsic motivators—autonomy, mastery, and purpose—through collaborative micro-communities and digital learning ecosystems. Initial results show a 52.3% increase in voluntary collaboration and improved role-fitment, demonstrating the potential for transformation despite pay based predictable career pathways and geographic constraints. This approach offers a replicable model in state-owned enterprises and its HR innovation, particularly in the energy industry.
