About 10 years ago when I was at a college conducting a workshop on the Family Educational Rights and Privacy Act, I pointed out that, if an education record was identified as directory information by the college and the student had not exercised their right of non‐disclosure, the college could disclose that information without obtaining the student's prior written consent.
