Instead, the true upper bound of strategic capability is set by Frame Integrity — the structural product of Presence × Integrity (P × I) within a nation’s institutions, information systems, and civil–military ecosystem. As AI becomes central to intelligence analysis, autonomous weapons, cyber operations, and real-time decision loops, the decisive question shifts from “Who has the strongest AI?” to “Who can operate strong AI without it backfiring?” High-autonomy systems amplify not only national strengths but also national weaknesses. States with opaque governance, low trust, falsified data, or weak oversight (low PI) are structurally unable to safely deploy powerful AI; their systems become brittle, misaligned, or even self-harmful. Conversely, nations with high transparency, ethical governance, human-in-the-loop oversight, and reliable information flow can safely scale AI capabilities — turning Presence × Integrity into a strategic force multiplier. Drawing from the foundational principles of Civilization Physics, Volume I — The Law of Frame (trust = Presence × Integrity), Volume II — Frame Theory for AI (structural alignment of intelligence systems), and Volume III — Entropy Law (R) (collapse in closed, low-integrity systems), this paper applies Frame Theory to modern warfare. Case studies — from Ukraine’s high-PI asymmetric success to Israel’s Oct 7 automation failure, China’s authoritarian data-integrity limits, the Boeing MCAS disaster, Stuxnet, and drone fratricide incidents — demonstrate that AI capability without Frame integrity creates catastrophic strategic instability. The paper concludes that war potential in the AI era = AI Capability × Frame Integrity. Nations that cultivate trust, transparency, and ethical oversight will harness AI as a stabilizing force and strategic accelerator. Those that neglect PI will find their most advanced systems turning into liabilities, sabotaging their own power.
