This paper develops the fifth major installment of the Diffusion of Information Hypothesis (DoIH) and the Informational Cosmology framework. Building on the Informational Luminosity Law (ILL) and the identity , this work introduces a critical observational consequence: the Universal Information Noise Floor. While Paper 3 established that cosmological redshift is the result of photons losing information as they travel through a universe increasingly dominated by dark energy equilibrium, this paper investigates what happens when this process continues over tens of billions of years. Every photon ever emitted must eventually descend the electromagnetic spectrum, shedding information until it becomes incoherent, structureless radio static. The accumulated remnants of all these photons naturally produce a broadband radio background far stronger than standard cosmology predicts. Observations from ARCADE-2, EDGES, SARAS, LOFAR, and LWA1 reveal a radio sky 5–6 times louder than expected — a phenomenon long considered anomalous. Within Informational Cosmology, this is not an anomaly but a requirement: the informational “ash” of the cosmos. Paper 5 argues that this universal radio haze is the integrated evidence of billions of years of informational decay, implying a universe far older and more evolved than the standard 13.8-billion-year model. It provides a new, falsifiable prediction of DoIH and strengthens the informational interpretation of redshift, dark energy, and the late-life evolution of the bubble-universe.
