Easily augmented with synthetic data. Layer 2 — World-Model Data:Human-authored knowledge that encodes causal, physical, social, and conceptual structure. Synthetic data can assist but cannot fully replace human grounding. Layer 3 — Judgment / Frame Data:Human decision-making, trade-offs, professional ethics, contextual reasoning, and normative distinctions.This layer cannot be synthesized—and it is the structural core of long-term AI stability. The paper demonstrates that recursive training on synthetic data causes information inbreeding, degrading all three layers, but catastrophically collapsing Layer 3: the model’s internal judgment structure. As synthetic content proliferates across the web, this collapse accelerates, pushing AI ecosystems toward epistemic instability. The central claim:Sustainable AI is not determined by the volume of data, but by which layer of data we rely on.And only structured human judgment (Layer 3) provides the negative entropy required to keep AI systems aligned, diverse, and epistemically healthy. Judgment data thus emerges as a civilizational resource—scarce, irreducible, and geopolitically decisive. Managing it requires new governance infrastructures like EON: open-system, non-interference, frame-preserving pipelines that embed human judgment into AI while preventing political or corporate capture.
