This work introduces RAT Conscious Mathematics, a minimal and backward-compatible extension of real numbers designed to explicitly represent behavioral state alongside numerical value. Classical mathematics encodes magnitude with great precision but remains silent about how quantities behave, such as whether they are increasing, stable, unstable, uncertain, or undergoing emergent transition. This work identifies those limitations and derives, from observational necessity, a minimal state-aware numerical framework that preserves all classical arithmetic, ordering, and theorems. RAT Conscious Numbers are defined as ordered pairs of value and state, where state annotations are non-numeric, optional, and orthogonal to magnitude. Ten axioms are introduced only when unavoidable, followed by ten theorems establishing compatibility, minimality, and completeness. Infinity is treated safely as a directional tendency, and emergence is formalized without sacrificing continuity. This manuscript is intended as a foundational preprint suitable for future mathematical, physical, biological, and intelligence-related research. Classical mathematics remains fully intact as a special case.
