The Autonomy Index™ is a composite economic indicator measuring household constraint and reduced autonomy across EU-27 member states. This publication defines the canonical methodology (CORE v3.1), including metric selection, weighting, normalization, baseline calibration, and aggregation. Higher scores indicate greater economic pressure on a statistically representative household. The index is designed for cross-country comparison and longitudinal analysis using harmonized Eurostat data. This document constitutes the original and authoritative specification of the Autonomy Index. The term ‘Autonomy Index’ refers to this specific methodology and specification as defined herein.
