This paper provides a mechanical resolution to the Cosmological Constant Problem (Vacuum Catastrophe), addressing the 10^120 discrepancy between Quantum Field Theory (QFT) predictions and astronomical observations. Utilizing the Universal Sheet Tension (UST) Model, we propose a "Pressure Relocation" mechanism. We demonstrate that the high energy density predicted by QFT is not an intrinsic property of the 1D vacuum substrate, but rather the internal mechanical pressure (P₈₍ₓ) localized within 3D matter inclusions required to maintain Young-Laplace equilibrium against 2D manifold tension (). This shift in classification resolves the paradox without the need for dark energy or fine-tuning.
