• The energy transition risks reproducing old extractivist dependencies unless Global South countries actively pursue green industrial policy and domestic value creation. • Climate action and development are not opposites: green industrial policies can simultaneously reduce emissions, foster reindustrialization, and create quality jobs. • The energy transition opens a historic window of opportunity for the Global South—but only countries that act strategically can turn resources into industrial capabilities.
