This paper constitutes the second part of the conceptual work Time–Energy–Universe. It builds directly upon the conceptual foundation developed in Paper 1 and deepens the perspective on time introduced there. The aim of this work is not to formulate new physical theories or to modify existing models. Instead, it adopts an interpretative perspective that focuses on the conceptual prerequisites of physical description. Time is not understood as a physical object, not as a dynamic quantity, and not as an explanatory cause, but as a fundamental ordering condition under which processes, causality, and physical models become describable in the first place. All established laws of nature and physical theories retain their full validity without restriction. The paper deliberately operates without new equations, without additional assumptions, and without ontological commitments regarding the nature of time. It understands itself as a conceptual complement, not as a competitor to existing models. The work is self-contained and is addressed to readers interested in the conceptual foundations of physical description, in particular in the role of time as a prerequisite of order, continuity, and causality.
