Current trends in the development of social systems are characterized by a high level of variability. Civil society imposes new qualitative requirements on the provision of public services, contributing to the transformation of the public administration system towards flexibility and adaptability. One of the methods that can influence the processes of forming a new model of public administration is project management, the essence of which is that it allows maneuvering in the process of determining goals and objectives, forming planned indicators and volumes of financial support. In the Russian Federation, whose population has a large number of distinctive characteristics and the territory is widespread, it is especially important to comply with expectations, time restrictions, goals and needs for the implementation of state policy. The target can be maintained thanks to the implementation of state, federal target programs, national projects, regional projects and programs. With unique experience in the use of project management in Russia, it is especially important to analyze the practice of introducing project management in the formation of foreign e-government models. This model is distinguished by innovativeness, the ability to be based on technological innovations that can quickly adapt it to the needs of citizens, their needs, time and cost capabilities. The article will explore foreign experience and the possibilities of its use in the Russian practice of applying project management in terms of determining the possibilities of e-government, which will be analyzed through the use of statistical material, a method of comparative analysis. The purpose of the analysis is to form an idea of the possibilities of applying project management in the concepts of electronic governments of foreign countries. The relevance of such an analysis is due to the global trends in the digitalization of public administration, the search for opportunities to increase its efficiency.
