The problems of creating a scientifically based land use system in the country as a basic component of integrated rural development considered in the article are of exceptional importance in solving food security, but not least in improving the quality of life of the entire Russian people. The article reveals the concepts and importance of the land use system as an organizational and territorial basis for the rational use and protection of agricultural land. Considering that agricultural land as a natural object and a natural resource is not a product of previous human labor, it has a huge rent-forming capacity in the form of land rent, as a basic basis and an important factor in the sustainable development of the state. The mechanism for creating an agricultural land use system proposed by the authors meets the interests of the people, society and the state and largely ensures the sovereignty and security of the country.
