Standard cosmological models, specifically the CDM framework, postulate that nearly 95% of the universe's energy density consists of unknown entities: Dark Matter and Dark Energy. While effective at describing large-scale structure, these models fail to provide a geometric origin for these phenomena, leading to the "Vacuum Catastrophe" and the lack of a viable candidate particle for Dark Matter. This paper proposes a unified topological framework based on Fractal Resonance Theory. We posit that the four-dimensional spacetime continuum is merely the lowest-energy manifold () within a structured, septenary system of nested hyperspheres . Drawing upon the mathematical necessity of Octonion algebra for higher-dimensional stability and the principle of Scale Invariance, we demonstrate that the probability of a stable universe existing in non-septenary dimensions approaches zero . We propose that Dark Matter is a gravitational leakage effect from the adjacent brane (), and Dark Energy is a manifestation of inter-brane topological repulsion pressure. Furthermore, we introduce the Topological Transit Factor (-Factor) as a critical energy threshold required for information preservation during transit through Kerr black hole singularities, which function as inter-brane bridges.
